Decentralization is the magical scheme of slicing power away from the central government while offloading responsibilities onto local bodies. The more it is hailed with fancy rhetoric, the more mayors boast “It was our decision,” only to duck blame by claiming “Insufficient guidance from above” when trouble arises. Ideally, dispersing funds and authority should empower everyone to participate equally, but in practice it only spawns a relay of finger-pointing among countless municipalities. Local assemblies become arenas for power plays, and residents wander in a labyrinth of authorities. In the end, what remains is a paradoxical national structure where only responsibility floats unclaimed.
