It orchestrates the invisible tug of budgets and resources, all the while behaving like an unseen umpire. If everything goes flawlessly, the program manager disappears; if it falters, they alone are struck by the thunderbolt. They claim to enforce strategic alignment, but mostly enforce the illusion of control. Never trust their reassuring, "The program is on track."
