A proposal is a ceremony that wields a mysterious little contract called a ring to compel approval of an uncertain shared life. Last night's romantic spectacle is celebrated as the movie's climax, only to be doused by the cold reality of budgets the next morning. It proclaims love yet really guides one to sign long-term contracts on chores and mortgages. It can be called a magical incantation that obscures the absence of any happiness guarantee with a single vow.

An RFP is a departmental excuse to buy time by having vendors submit mountains of proposals. The more ambiguous the requirements, the thicker the document, and the vendor review meeting becomes a self-congratulatory public presentation. Ultimately, the winning proposal rarely materializes as written, turning the whole exercise into a corporate culture festival where only the author walks away truly satisfied.
