Oligarchy is a political structure where a handful of elites perched atop the mountain of power control the whole. In name, fairness and participation are trumpeted, but in reality it is a closed club favoring insiders. The voices of the masses are mere decorations, while the true legislative mechanism is the reins pulled in the shadows. Ironically, the more it proclaims 'for everyone,' the sharper the contradictions of rule by the few become.
